Move Minor Modes node of Emacs manual next to the Major Modes node
and out of the Customizations chapter.

* doc/emacs/modes.texi: Rename from major.texi.
(Modes): New node.  Make Major Modes and Minor Modes subsections
of this.  All callers changed.

* doc/emacs/custom.texi (Minor Modes): Move to modes.texi.
